It's every one in the apartment.  I can't turn the plug around because it's
a 3 prong plug.

First thing you should do is to have your landlord
have the electrical outlett changed.
Not good to have a loose conection.
It also sounds like the  electrical outlet is wired in reverse.
Try to turn the plug in the outlet around.
Most electrical outlets will not let you do this however.
I really do think you should have the outlet changed and tested.
