You can only use MIDI CC 7 for MIDI tracks. For audio, you'll need to use an automated or destructive fade. You didn't tell us anything about what you tried, so we can't guess what you're doing right or wrong. For nondistructive fades, you can use automation on a track or bus volume level. To do this, you need to arm the volume control, go in to record where you want the fade to begin, move the volume control, and then, when the fade is finished, stop recording. There is a section in the tutorial that talks about recording automation that will help you with this approach. For a distructive fade, you can select the region of audio that you'd like to fade, and then select Process menu, Audio, Fade. You can press the help button on that dialog for instructions on how to use it, but the presets should do what you want. Sighted users also have the option of drawing fade envelopes on individual clips, but there isn't an easy way of accessing this.
