How professional is garage band because i see that it's accessible using 
voiceover?

Windows can also be run through VMWare Fusion on a Mac, but it is
found running any type of software which needs proper timing such as a
DAW software may have problems with tempo and such.  It is best, if
you want to run on Mac to run under boot camp.

To answer Chris's questions, to have the benefits of both powerful OS.
 Can't properly run OSX under any VMWare or other virtulization under
Windows, so Mac can run both.
