Yes, it appears that Cakewalk is only making this offer to U.S. and Canadian
customers. I would check with Techno-Vision Systems to see if they have any
further information on any special arrangements they may have made with
EDIROL UK, the authorized Cakewalk distributor in the UK.

Last week I took a few days for family vacation and the first few days of
this week I spent off-site training a few people without access to E-mail.
All that to say that I myself just learned about the special pricing on
Cakewalk SONAR upgrades late yesterday while catching up on my hundreds of
unread E-mail messages!
By special arrangement, Cakewalk permits Dancing Dots to sell SONAR
upgrades. Generally, they sell them direct to customers and do not allow
their dealers to do so. We do everything we can to match Cakewalk's upgrade
pricing but sometimes, as in this case, we don't hear about the special
until it's too late or almost too late.
If you are a Cakewalk Pro Audio user, this offer is especially attractive as
you save $100 over the regular upgrade price. After June 19, certain SONAR
upgrade prices will increase.
According to Cakewalk's recent newsletter this offer is valid for U.S. and
Canadian customers. We can only honor this special pricing for orders
received through June 19 which is this coming Sunday. You can order by
