The only way I could think of is to insert a measure. Not sure that this is 
what you are looking for but try that.
  If you ever figure out how to do what you want, please let us know since I 
would like to know myself.

  Is way to make middle of a bar as start of a bar? I'm making music for a 
short film, and there are 3 cues. I'm using same instrumentation for all 3 
cues, so I'd like to work within one project. There for, where the cue starts, 
a new bar should start.
  The cakewalk manual said something like if you snap the time ruler, the bar 
will start on the time. However, how would you do that with ct?
