once you have the frequencies figured out, a tone generator can 
create the tones. Then, you'll want to filter the results with EQ, 
you want a bandwidth of maybe 250HZ to 3 KHZ so it sounds like you 
are indeed hearing this over a phone line. A little compression, 
just a touch of distortion and maybe a little background hiss would 
help things sound convincing too, if you're going for how things 
sounded say, early 1990's and before.
