You also have to have at least one event in the end of the inserted
measures, I'm pretty sure.

You need to actually insert the measures at the end of your project, not the
end of a track. Try this. Open your project. Then, use Control and End to
get to the end of the project. Then, insert your 2 measures from the insert
menu. Now try the mixdown and let us know what happens. Also, which
version of Sonar are you trying to do this in?
