Isn't there also a menu item under "edit" that says something like "change 
velocity"? It can be used to change the velocities of a range of bars to 
reduce or increase, or you can set both values to the same number to set 
them all to a single value.

Yes, ighilight the track, select the area of notes that you want to affect,
go to process, midi fx, cakewalk, velocity, then either choose a preset, or
use the jaws cursor, before the line of ok cancel buttons, you'll hear
something like 100 tab, 0 tab etc. Use the mouse left click to click on the
100 tab, type in the desired velocity, press enter, then tab over to the ok
button...
