This plan does not recognize the difference between "habilitation" and
"rehabilitation" which means it does not address the state of the art that
Texas has had (and there are very few) with children's services for persons
who have visual loss, hearing and visual challenges, and early intervention
to prevent disabilities from impacting on learning, development, and
behavior. Therefore the plan is another example of the short
shortsightedness of the shell game committed by HHSC to try to ignore
quality services (they do not even know what that would look like) or being
proactive in planning for better utilization of resources. It is not a
question of whether funds will be expended but HOW those funds will be
extended. Where is the data? This plan is based on opinion of those who
play the budget game with the Legislature every 2 years and hope they do
not get any questions as to what the outcomes of services are, what
resources will be allocated to long term goals, and mainly how will the
person be served across the lifespan. This plan does not address prevention
and what could be done to minimize disabilities and delays. The writers do
not even know what parents face daily and in the long run. It does not
address the valuable resource that parents and families represent but
relegates parents and family to an informal system that pieces together
services on an ongoing basis. I have worked in the disability services
field in Texas for 54 years and the picture does not change. It just keeps
trying to be reactive instead of proactive. What a waste of resources. Ed

The Texas Workforce Commission (TWC) seeks written public comment on the
draft 2016-2019 Combined State Plan
required by the Workforce Innovation and Opportunity Act. TWC developed
the Combined State Plan in partnership with the Texas Department of
Assistive and Rehabilitative Services (DARS). The Combined State Plan
includes the DARS Division for Rehabilitation Services and Division for
Blind Services Vocational Rehabilitation Services State Plans for federal
fiscal years 2017-2020. DARS and TWC will review and consider written
comments when finalizing the plan.

TWC will collect written comments until *Friday, December 4, 2015, at
