HHSC will be hosting one more IDD managed care pilot forum on March 9th for
individuals, LARs and their family members in Austin. For those that can’t
attend in person, we will also be hosting the meeting through a webinar and
the meeting will be available to view via webcast.

Also, here is some background information on the pilot:
Senate Bill (S.B.) 7 (83rd Texas Legislature, Regular Session, 2013),
directed the Health and Human Services Commission (HHSC) and the Department
of Aging and Disability Services (DADS) to develop and implement a pilot
program to test one or more service delivery models involving a managed care
strategy based on capitation to deliver Medicaid long-term services and
supports (LTSS) to individuals with intellectual and developmental
disabilities (IDD). HHSC must implement the pilot by September 1, 2017 and
may operate the pilot for up to 24 months.
Individuals in the following programs may have the opportunity to volunteer
to receive services through the managed care pilot (in place of their
• Community Living Assistance and Support Services (CLASS)
• Deaf Blind with Multiple Disabilities (DBMD)
• Home and Community-based Services (HCS)
• Texas Home Living (TxHmL)
• Intermediate Care Facilities for Persons with Intellectual and
Developmental Disabilities (ICF/IID)
During the forum, HHSC will be seeking input on the following:
• Services and supports: What services and supports should be
included in the pilot? In a managed care system the MCOs usually offer
additional services beyond the Medicaid covered services known as valued
added-services: what do you recommend as valued-added services?
• Eligibility: Who should be eligible to participate in the
pilot? Which current IDD programs should be included? For example, Community
Living Assistance and Support Services (CLASS), Home and Community-Based
Services (HCS), the Intermediate Care Facilities for Individuals with an
Intellectual Disability or Related Conditions (ICF/IID), etc.
• Outreach: How can the state encourage individuals currently
receiving services to participate in this pilot program? How should the state
let people know about the pilot and how should people indicate that they want
• Quality measures/outcomes/evaluation: What should be measured
to determine whether the pilot is successful; e.g. quality of life measures;
quality of services?
• Impact on other programs: How will the pilot work with other
programs? For example, STAR Kids, Community First Choice, the Texas Home
Living (TxHmL) waiver program, and other services provided to individuals
• Service Coordination: Who should provide service coordination
and what should be the components of an effective service coordination model?

Stakeholder Forum: Give us Your Input on an IDD Managed Care Pilot
If you have IDD, or are a family member or legally authorized representative
of someone who has IDD, the Texas Health and Human Services Commission (HHSC)
is looking for your input about a proposed managed care pilot.
HHSC is hosting a forum March 9 from 10 a.m. - Noon at 4900 North Lamar in
Austin (Brown-Heatly Building Public Hearing Room). People with disabilities
who need auxiliary aids or services to attend the meeting can call Charles
Bredwell at 512-462-6337 by March 4, 2016.
If you can't attend in person, you can participate in the webinar and submit
