To our NFADB Membership:
My name is Hunter McGowan and I am a young adult with Deafblindness living in
Western PA. I am contacting you all on the behalf of a national Deafblind
group and the Cogswell Macy Act. The organization is Deafblind Citizen in
Action (DBCA). DBCA is a young adult leadership program and educational
group that supports equal access to Deafblindness in the community for more

The importance of the Cogswell Macy act has three basic principles of having
qualified teachers involve in the IEP, Federal mandate that all state have a
plan, have trained Interveners for equal and appropriate education for
Deafblindness, blindness, and deafness incorporated into the reauthorization
of Individuals with Disabilities Education Act. As Pennsylvania is a large
and active state in this matter, however not all states are this way which is
a tragic lost for society. I feel that all students with disabilities
specifically Deafblindness have a set of goals and purposes in life to reach
levels of satisfaction although may need some level of support to access
their environments for success.
Recently at the end of June I and other DBCA members traveled to Washington
DC on behalf to gain more support on Capitol Hill for the Cogswell Macy Act.
I met with the representatives of PA (Rep. Murphy, Sen. Casey, and Sen.
Toomey) on Thursday, June, 26th. Overall I felt my visit was successful with
the group. As you may be familiar the Cogswell Macy Act is already
introduced and widely supported in the House of Representatives, but at this
time not in the Senate. As I am asking families and professionals to contact
your district representative of the House and our Senators to continue
advocating for the need for the Cogswell Macy Act for children with
Deafblindness in education. I feel if we as a community presents a united
front on behalf of the population of Deafblindness our voices will be heard
and action will be taken where most needed.
Please when you contact your district Representative, Senators of PA, their
staff share your stories and the need for the Cogswell Macy Act. In
addition, please share my name, the organization of Deafblind Citizen in
Action, and that we visited Capitol Hill on June 26th supporting the bill.
