I know a lot of people have asked me about how we can tell the bureaucrats 
designing the NDIS what we think is important and the sort of NDIS we want. As 
a member on one of the expert groups I will be bringing the lived experience of 
disability to the table and being very clear about what choice and control 
means to those who often don’t have it in their lives, and the support required.

I am very pleased to let people know that there is a community engagement 
strategy that will be up and running very soon. The Minister for Disability 
Reform made the announcement about the National Disability Alliance community 
engagement project on the ABC’s website Ramp Up. Below is information from the 
National Disability Alliance about the Project.

 National Disability Insurance Scheme Alliance Community Engagement Project.

The National Disability and Carer Alliance has received Government funding to 
ensure people with a disability, their families and carers and specialist 
disability service providers have a chance to have their say about the design, 
introduction and implementation of the National Disability Insurance Scheme.

The Alliance project is about ensuring people have as many opportunities as 
possible to have their say about how the scheme should work on the ground so it 
best meets the needs of people with a disability and their families. In this 
project the Alliance will be joined by People with Disability Australia to 
ensure as many individuals and organisations have the opportunity to 
participate.

This is not a consultation about what is wrong with the current system. That 
has been done before – most recently with the consultations for the National 
Disability Strategy and the Productivity Commission Inquiry into Disability 
Care and Support. What we need now is meaningful engagement on proposed 
solutions.

The consultations will take a range of forms. The Alliance will distribute a 
series of discussion papers over the coming months. Each will tackle a 
particular issue such as eligibility and assessment, or choice and control. The 
discussion papers will provide a very simple and short overview of the issue 
and ask a series of questions – some open ended, some more directed. We will be 
asking people to respond to the questions.

People’s responses can be as short or as long as they would like. Just a quick 
email or a few dot points to cover a specific issue would be most welcome. 
Likewise more detailed responses covering particular issues of interest or 
expertise would also be valued.

The Alliance will also hold a series of forums across the country, including in 
regional and remote areas. Some of these will be held jointly to include people 
with a disability, families and service providers all working and responding 
together. Some will be held separately to make sure people feel comfortable and 
safe and are able to express themselves in a manner that suits them. There will 
also be smaller roundtables bringing together people with particular expertise 
or experience.

We will be also having a series of conversations with a number of organisations 
about the best strategy to ensure people with a disability from an Aboriginal 
or Torres Strait Islander background have a chance to have input into the 
proposed reforms.

By rolling out the NDIS a year early than the Productivity Commission 
recommended, the NDIS will have to be built as it is rolled out. This is just 
the first stage - we are going to have to keep the pressure on for a long time 
to make sure we get the very best NDIS we can.

The National Disability and Carer Alliance brings together people with a 
disability, service providers and carer organisations to work cooperatively to 
change the lives of Australians with disabilities and those who care for them.

The founders of the Alliance are Australian Federation of Disability 
Organisations, National Disability Services and Carers Australia who have come 
together to pursue the structural and systemic changes necessary to improve the 
lives of people with a disability, their families and carers.
