Certainly I've found that copying colour prints is better done by camera,
which I've then modified using Photoshop Elements - only because I know how
to do that and would struggle with Xara.
I too have found that taking a photograph with my FujiFilm FinePix HS50EXR is
easier than using my Epson Stylus Photo RX500 scanner when the contrast is low.
The advantage of Photoshop Elements (and other photo editing software such as
Cyberlink PhotoDirector) is that the gamma curve can be adjusted to increase
the contrast over a chosen range (of brightness) so that, in your case, the
pencil will be darker and the paper whiter (giving an improved picture).
