No, but the scroll speed is variable in the sense that the closer to the
bottom of the window you bring the blue box pointer, the faster the
scrolling happens.
When the window is tall there is a reasonable range of vertical space at
the bottom in which the scrolling is activated: at the top of the space,
slowly; at the bottom of the space, fast. So edit in a tall window, and
take care with mouse positioning during the drag.
