Well, I have used the scroll wheel for many years. Looking at the
Mouse part of Configure now, there is a section for scroll wheel
which includes scroll speed, multiple lines, ang target window (eg
window under pointer, input focus window). RISC OS 5 of course.
Well there yuh go! Some do, some don't...
There is a Configure for Mouse scrolling in both my RISC OS 6.20
(VRPC-DL)
and 5.28 (RPCEmu) installs, but even when set, do 'nuffink'. :-/
Perhaps dependent on whether you're using RISC OS hosted or native?
