Mostly yes. If it is an OP base type - Draw, Sprite, JPEG (and .bmp on Windows) then yes original image is in the DDL. Scaling etc is done when the image is rendered.

If it is something like a GIF, TIFF... then it gets converted to a Sprite on load (but without changing the number of pixels).

At a simple level html renders images one image pixel for one screen pixel, which may mess up your formatting if you've gone in for scaling.
