Thanks for the suggestions including upgrading to XP. In the event I did the 
upgrade to 8.1 and all problems seem to have resolved.

My guess would be a permissions issue. When you installed it, did you 
just double-click the installer, or did you right-click and choose 
"run as administrator"?

On Windows 7 and 8 being logged in as an administrator doesn't get you 
full Administrator access, and installers are one area where the 
difference shows up.
