A Criminal Lands in Canada Today
?Canadians should know the crimes of Propaganda Minister Ding Guan?gen

May 9 2002, Toronto- Ding Guan?gen, the head of China?s Communist Party's
Publicity Department, known as China?s ?Propaganda Minister?, arrives in
Toronto today with his aids for a 4-day visit before visiting Ottawa and other
cities. Falun Gong practitioners will appeal outside of Ding?s hotel
throughout his stay.

?We want to bring public awareness to his hate crime and crimes against
humanity. We also want to alarm Canadian media and the public of his attempts
to carry out their vicious propaganda campaigns on Canadian soil,? said Joel
Chipkar, a Toronto Falun Gong contact person.

?Those familiar with the second world war may know the name of Dr. Joseph
Goebbels. No other name is so firmly associated with the term propaganda,
conjuring lies and deceit. From 1939 to 1942, before Goebbels committed
suicide at the end of the war, he was Hitler?s propaganda minister and a
master skilled at molding public opinion to support the Nazi imposed
Holocaust. Today, history is repeating itself,? said Chipkar.

Ding is directly responsible for the deadly propaganda, fabrication and
distortion to paint Falun Gong?s teachings, its founder and students as
murderers, insane people and criminals with the purpose of bending public
opinion to support the government?s persecution of Falun Gong. He has directly
aided in the murder, torture and hate of Falun Gong practitioners all across
China and propaganda campaigns overseas.

Since July 1999, Amnesty International, other human rights groups and world
media have widely reported the inhumane persecution of Falun Gong
practitioners in China. The entire Chinese society has been turned into the
grounds of systematic persecution and vicious defamation against Falun Gong
practitioners.  The entire media, legal system, the police, the society?s
administrative structure including work units and local community groups are
forced to take part in the persecution and to propagate hatred against Falun

High Pressure Propaganda Campaign

A Washington Post investigative report describes how propaganda is one of
China?s most potent weapons, ??a high-pressure propaganda campaign against the
group, has been critical. As Chinese society turned against Falun Gong,
pressure on practitioners to abandon their beliefs increased, and it became
easier for the government to use [state sanctioned] violence against those who
did not. [...]?"Pure violence doesn't work. Just [brainwashing] doesn't work
either. And none of it would be working if the propaganda hadn't started to
change the way the general public thinks. You need all three.? (Washington

In the first 30 days of the crackdown over 347 slanderous articles appeared in
People?s Daily, China?s state run national paper and the No. 1 mouthpiece of
the Communist Party. Continuous TV and radio programs are used to demonize
Falun Gong. Now, fellow countrymen who have been brainwashed by the lies help
aid in the persecution of these innocent people or just turn their backs on
the brutality happening to this once respected group of people.

Canadian Witnesses Propaganda First Hand in China

In February 61 year-old Connie Chipkar of Mississauga, Ontario, went to China
to appeal for the end of the persecution. She recounts her 24 hours in
detention. ?The two guards who watched me had the TV on all night. I don?t
know how to speak Chinese but I know what Falun Gong means. The whole evening
they showed bizarre twisted footage demonizing Falun Gong and weird comedy
shows mocking Falun Gong. I knew then how serious this situation was. These
guards could turn on me and kill me at any second. They were so polluted by
non stop propaganda.

?Self-Immolation? or Deception

Jiang's persecution of Falun Gong survives on an arsenal of lies and deceit,
and the biggest weapon is the propaganda surrounding the ?self-immolation?
incident which is the most potent and demonizing of the lies.

Human Rights group International Education Development at the UN?s 53rd
session on the promotion and protection of Human Rights states, ?The regime
points to a supposed self-immolation incident in Tiananmen Square on January
23, 2001 as proof that Falun Gong is an "evil cult?. However, we have obtained
a video of that incident that in our view proves that this event was staged by
the government.

In a 117 page report on the persecution of Falun Gong, Sidney Jones, executive
director, Human Rights Watch, Asia division comments, "The charge that Falun
Gong threatens the stability of China does not hold up. Its claim that belief
in Falun Gong is a public health menace is equally bogus. The danger to health
comes from the treatment its practitioners receive at the hands of the police
and prison officials."

Exporting Propaganda to Canada
Ding is also responsible for the spread of hate propaganda to overseas
including Canada. Some Toronto councilors and numerous MP?s have confirmed
that they received propaganda packages against Falun Gong from the Chinese
Embassy and Consulates. Chinese diplomats have held anti Falun Gong
exhibitions inside their Consulates and Embassy. Chinese and Canadian TV
stations carry live CCTV footage of propaganda directly from China. By
offering free programs the stations in turn provide a venue for the propaganda
here in Canada.
In a November 2001 issue of China Brief, Washington DC based NGO, the
Jamestown Foundation, detailed efforts of the Chinese government to influence
Chinese-language media overseas in favour of their views and directives of the
Communist Party.

Chief of the ?6-10? Office

"6-10 Office" was established on June 10th (hence ?6-10?) of 1999 as a leading
group for cracking down on Falun Gong. It is a well-organized and independent
system spanning from the Central Government to the local governments, and has
absolute power over each level of administration in the Communist Party, as
well as over the political and judiciary branches. Ding Guan?gen is one of the
three chiefs appointed to the "610 Office? responsible specifically for

?Canadians must know who this man is and what he has done,? said Chipkar.

Background - Falun Gong is a practice of meditation and exercises with
teachings based on the universal principle of
Truthfulness-Compassion-Forbearance. It is rooted in traditional Chinese
culture.  Introduced in 1992, it quickly spread by word of mouth throughout
China, and is now practiced by millions in over 50 countries. China's
President Jiang Zemin outlawed the peaceful practice in July 1999, fearful of
anything touching the hearts and minds of more citizens than the Communist
Party. Human rights groups report that to date over 100,000 have been
detained, with more than 20,000 being sentenced to forced labor camps without
trial. According to government sources the death toll is over 1,600.
