Yes about the isotropic radiator.
If you run some quick and dirty analysis, I think you'll find that it's very,
very hard to get to 5 watts EIRP with the electrically-short verticals that you
will be running on this band. Most people are running to be running verticals
with much less than 1% efficiency.
There are some software analysis tools floating around the net somewhere that
estimate EIRP.
