It looks the the most significant change is to eligibility. Bands cannot
participate every year. They must take a year off. And a band can compete three
times and then they are no longer eligible. I don't know if that is from 2018
on or from the beginning of the competition. I see a lot of bands changing
names to circumvent this. The Blues Foundation will catch on in a few years and
the new rule will be individuals will limited to 3 IBC appearances. "Sorry
drummer Joe Schmo, you've played with 3 bands in 6 years. You can no longer
participate."
