By now, with the long delay in releasing the Snowden documents, NSA and cohorts have developed alternative tools based on survey and analysis of what Snowden took (the 1.7M docs allegation). So whatever countersmeasures citizens develop, however they satisfy the delay-team and developers, will be out of date -- no official will admit that, instead will continue bleating natsec harm. This consequence was argued early in the document dripping to no effect. Whether the delay and dripping was orchestrated in concert with officials to allow time for new natsec tools, whether Snowden had this in mind setting up the media release timetable "to minized harm to the US," as also argued, is yet to be answered by the withholding cartel and insiders regularly consulted. Perhaps it will be answered in expected prosecutions, pardons, amnesties, and civil suits, or by best-seller confessions in the works or being configured by scholars of disclosures and their effect on policy, if any, beyond newspaper and online superficialities in the spy novel genre heretofore emulated by those covering Snowden melodramatically.
