For an interesting discussion about the history of mass communications and its problems...
It shows that the bulk collection of telephone metadata originally applied only to individuals. In some mysterious way it got turned from a single mass request...into a massive general warrant for information (from tiny little acorns huge oak trees grow)... :-). Telecoms companies were originally prohited by the Data Protection Act from make private information available...unless there was a court order, or warrant which was based on suspicion of illegal activities.
