CIA covert operation way back in 1974 to try and recover a lost Soviet 
Submarine, whilst saying that it was going to be a highly profitable 
mining exploration, which was going to make American Companies rich, 
rich rich.  Cost the taxpayer over $4 billion (2017 prices) and was only 
partially successful.  Nuclear weapons still lying there on the ocean 
floor.    US lost some nuke subs too.

   Did the Soviets lift them from the ocean bed?  Who knows...  At one 
time there were Soviet Fishing Trawlers which went fishing around US 
ships, bristling with communications and signals equipment.

Nobody does that sort of stuff anymore, now we have Space Satellites and 
drones both above the sea and under the sea, exploring the sea bed.

Now, there is a whole raft of US law which prevents releases under the 
Freedom Of Information Act, using the Glomar Express expedition as the 
reason.
