a suggestion; when possible, pdf files should be published with a ascii
text-only version of the PDF/doc/*file. i see very little downside to doing

Sounds like bigger problems then. If that's a concern, encrypt the file
before attaching and copying to the USB media. Just be sure to have the
appropriate decryption tools on the air gapped system.

has no PDF rendering capability, securely copy to an encrypted USB media
and read on an air-gapped system with only a PDF reader installed. Done.
