Not this sig. May be a contractor. We have received telephone
calls from contractors working at CIA and State Dept to aid
FOIA answers. Quite friendly, sound youngish, unlike the usual
sour pusses who stonewall and insult by tyrannical decree.
A few days later material appears as promised. Well, a little bit
of it, far from all. A page or two, redacted, half-assed, inscrutible.
Contractors as another barrier to access to innards of government
despite the contractor having access.
So youngish, friendly, is now part of official stonewalling and
withholding as if outsourced to Bangladesh branches of
unis indebting students.
You will surmise this is the result of Edward Snowden outsourcing:
