He means blocking during your landing frames.  You can't block during your
landing frames if you've performed a move in the air.  SFIV has "trip
guard" which prevents you from getting tripped if you perform an empty
jump.  Strangely enough, the term "trip guard" now means the opposite thing
- hitting someone as they land from a jumping attack.
