They made it so that if you hold 2 buttons after a hard knockdown (eg. post
sweep/throw/super/ultra/some specials) you can delay your wakeup by 10 or
11 frames or so.  They did this because some characters have extremely
strong x-up oki that leads back to the same situation ("vortex").
