Did you ever see movies where there's a security control room with Security 
Guards watching the screens for any suspicious activity?  Capcom's anti-cheat 
driver is something like this.  It monitors program behaviour and reports stuff 
that shouldn't be happening (usually hacking or cheats).  But someone found a 
way to put in a "fake" security guard into the program that doesn't report any 
suspicious activity (cheats), and since everyone trusts what security guards 
say, the cheat is undetectable.
