Only reason I use it is for the 2 hits since it gives me time to confirm... I
suck at hit confirming stuff.
If I am always going to cancel after 1st hit I am probably better off just use
c.B into df+C since it combos the same and is a low.

It was just Maxima vs Billy so not sure if it wiffs on smaller chars.
I found that with Maxima close C as well. Against Kula/Mai the 2nd hit wiffs
if they block it ducking. It doesnt wiff on block when I tested against some
of the male characters.

I don't remember billy's f+B being an overhead in previous games.
It usually whiffs crouchers.

If you cancel into a command normal, it usually loses its overhead property.
eg. F+a is an overhead, but if you do c,f+a then f+a is no longer overhead.
