I hadn’t thought about the multiple platforms issue.
So for dedicated systems (like the arcade machines for SF4 or Tekken), they
still had the input lag set to whatever the standard was that they could
maintain with the system, it was just a good few frames lower than what we’d
experience once we got it on console/pc…

It's impossible to completely eradicate input lag. So in older games they had
a baseline of 4f, meaning that even if they could process input and deliver
output faster, they capped it at 4f so that the gamer didn't experience weird
timing issues. Now the reason the input lag never really increased much before
in the old days is because hardware was pretty much standard, and we all used
CRTs, which had no noticeable lag.
These days games are more complex so it becomes hard to deliver sub 4f
processing time, and you have multiple hardware configurations. So for example
in SFV you would have your baseline of 7f (which they can never maintain...) +
your controller lag (usually 1f to 2f) + your display lag (1f to 5f).

The whole SFV vs Input Lag story is blowing up at the moment, with Mike_Z of
Skullgirls popping up a lot.
Basically, a lot of moves in SFV seemed to have been designed with input lag in
mind, but not all of them.
So with 9f of input lag, it becomes impossible to block something like Ryu's
tatsu on reaction, which is actually quite ridiculous...
