I've tested both and '98 is the only one that still feels 'off' after making
the changes. They clearly botched that but 2k2UM runs just fine IMO.
If you have access to Nic's laptop, someone can change the settings as
suggested and you guys can test it. If you're still not happy with the results,
stick to PS2. I personally find the PC version to be very responsive and it
hasn't adversely affected my execution on the PS2 version (based on when l was
last at a sesh and ran sets in 2k2UM).
My combo execution isn't exactly the best in terms of consistency, but l think
it's safe to say that the PC version can't be all that bad if l'm able to
perform my combos several times in a row without fail (or any noticeable change
in timing).

It's not so much that it's better. You'll only encounter issues with the PC
version if you have v-sync and triple buffering enabled in addition to running
the game at a high resolution. At the lowest res (which really means nothing in
the grand scheme of things as it's a 2D sprite-based fighter) with both of

ST is one of the *least* polished fighters out there. It probably has the
worst engine in the SFII series.
And when I say SFII, I mean all of them, including WW (which is understandably
broken). But CE and HF are still legit games.
