Just a heads-up that the Genshiken tourney has been cancelled. They're
re-scheduling for next week Friday.

Any time when there's not a combo, blockstring, oki, or setup happening.

Basically in matchups you'll find that one character will inherently be
better than another at certain ranges because of the options they have,
except in mirror matches because both characters have exactly the same
options. So when someone says one character has an advantage in neutral,
it means that all things being equal besides the spacing, they have better
options. Usually because of whiff punishment, poking or zoning.

Close to Midscreen neutral is where footsies come into play (poking, whiff
punishment etc)
Midscreen to Full screen neutral is where zoning happens (projectiles,
traps and anti-air)

Anyone want to explain to me what does "neutral game" mean?

I'm not too familiar with fighting game terminology...unless it's
tekken...

Tried to google it but still not entirely sure what it is :/

Is it the same as wiff punishing?

2D fighters need fewer armoured moves and teleports. They're such a
brainless way of providing "balance".
