It seems to hit OTG. So as long as the stomp lands before the opponent is
able to do a backdash it hits.
If you time it too late then it still hits every option except backdash.

Corner
40% no bar combo from jump in 2
37% if start combo with a yolo punchwalk (1bar)
45% 1 bar from jump in 2

Midscreen
32% of b12u2 no bar

If the combos get too long then the guy drops/recovers faster and stomp is
no longer guarenteed its seems

Generally it seems to add 4-5% to the end of most combos but it has worse
oki than ending in command grab
