I won't be surprised if Millia does the lowest damage in the game right
now.  I don't see them nerfing her damage.  And, where it takes her 4
mixups to kill, she dies in 2.5 (see: Slayer).  The reason I think nerfing
her meter gain use is perhaps the best option is because if she lands one
mixup, she'll certainly have enough meter to RC a bad overhead read.  So
the opponent stays in the same situation (RC dash -> guess between
overhead, low or throw - guess wrong and she builds enough meter to do the
same thing again).  With a meter gain nerf she'll have to think more
carefully about whether or not to force a mixup, or to back up and zone
with 6H or maybe bait a reversal.
