Hasn't been confirmed yet, but I'd be very surprised if he didn't make it
in due to his appearance in, what I think was, Quan's ending in MK9.

There's still quite a lot of free spaces left in the current karakter
selektion skreen, so there should still be quite a few new and old faces to
be revealed. Also there's that apparent guest character that they're
putting in and some future DLC they've wanted to do as well
