I don't think that the South African government is actively trying to keep
people stupid.  They are just far too inept to understand the repercussions
of their actions.  The apartheid government did try to keep people stupid
though, but even their attempts were not as bad as what was happening
elsewhere in the world.

If you want to know what keeping a population stupid looks like in
practice, look no further than the Khmer Rouge.  If you wore specs it meant
you were a reader and reading was dangerous.  So they killed you
