It depends on how the move hits.  Sometimes because of the way hit-boxes
reel you get things like "mid-meaty combos", where the first hit of your
next move doesn't hit on the first active frame.

So you can do stuff like (Blanka vs crouching Balrog)

j.hk, far st.mp, sweep.

That combo should never work, but because of the way Boxer reels, the far
st.mp only hits later in the active frames which allows the sweep to
combo.  This could be the same effect you're feeling.

Also, in SFIV jumping attacks have a grounded buffer during the landing
frames.  Meaning it doesn't matter whether or hit a button on the first
landing frame or the last - it will come out at exactly the same time.
