You can't break command grabs.  To break a regular throw you use the throw
command from a standing or crouching position (lk + lp).

The difference between throws in SF and Tekken is that you can't really
break SF throws on reaction.  You have to pre-emptively input the command
when you think the opponent is going to throw you.  If you watch SFIV
matches where they have the input display enabled, you'll see players press
lk+lp while defending in case the opponent tries to throw them.
