Dude, by that logic, Shen is a shoto. That is absurd.

I think that it is as Illitrit said, because of the broad definition of
what a 'shoto' is, you can't just apply which ever definition you like to a
character and then say that character is a shoto, as those fools over that
Street Fighter wikia have done.

I don't think Maxi is a shoto since he isn't the main soul cali character
nor are his movements that of a 'conventional fighter' (one of the
coolest/unique characters in the game... IMO).

Iori, while nothing like Ryu, does have the basic elements of the game in
his playstyle... much more so than Daimon or Choi, for example. Sure, he
has a fireball and an uppercut, but that isn't what makes him a 'shoto' of
the game.

Kage in VF... man I hate that game...lol, but from the little that I know,
I think that Akira dude is probably more the "shoto".

TL:DR -> Fuck other definitions. Shotos have fireballs, uppercuts and a
spinning kick move (same commands) and are the basic characters of the game
.
