El Fuerte's RSF loop is relatively simple. I managed 7-8 loops after few hours of play during a week. With practice, you should be able to have it as a BnB with in a month, no doubt. He is a fun character but not really a 'Street Fighter' character... which is why I like him :-) From your list, I'd play Yun.
