Restart cmsProxyService while cmsRankingWebServer is running. This will
force cmsProxyService to send previous data(users, problems, etc.) to RWS
again.

Anyway for now you can probably solve the problem with this
quick-and-dirty fix:

1) stop any cmsProxyService running; to check running instances, use the
command: ps ax | grep ProxyService
2) stop any cmsRankingWebServer running; to check running instances, use
the command: ps ax | grep RankingServer
3) delete the RWS folder, which should be /var/local/lib/cms/ranking
4) start cmsRankingWebServer again
5) start cmsProxyService again

after proxyServer kill, but RWS don't reset
