SAPI is non-existent. While I haven't been doing speech recognition, I have
been doing TTS using NeoSpeech and better yet, DecTalk - they may have some
speech recog modules... Also, you might check out VoiceIT (they have Palm
VR, but I'm not sure about PocketPC).

Has anyone done any speech recognition on Pocket PC (not Smartphones) using
Windows Mobile 5 and the compact framework?
If not, does anyone have an idea on where to start looking? I'm just
looking at the feasibility of doing it right now, and I am not finding much.
SAPI appears to be nonexistent on Pocket PCs
