[co2015tickets] Changes to the Database

Hi Guys,
Just a few points regarding changes to the database:
1. If the database has changed since you last imported it into your
local working environment, you need to reimport it from the dump file on the
repository to ensure you are working with the latest version
2. If you make changes to the database, you must create a new dump
file that includes the changes
3. Any database dumps need to include DROP IF EXSISTS commands for
tables and the whole database
If these points aren't followed, we will risk corrupting the data and/or
overwriting other peoples work, which will cause us extra work to fix.
