These coins were part of many (Gatewest had approximately 500) that were
confiscated by the mint.  Some have escaped, and the "inaccurate" wording I
believe to be intentional, so that those interested may be able to bid
without fear of being tracked down by the mint for "illegal" purchases.
None the less, it may be better if the purchases occurred in the US, rather
than Canada, just to be on the safe side...  In other words, these are
partially plated planchets, meant for 1999 and later production.
