I built a level-11 warlord with no armor and Spiked Gauntlets +1 (1d6 one-handed off-hand Unarmed weapon with +2 proficiency bonus) and compared him against Berrian. On his melee basic attack or any of his at-wills where *he* attacks rather than one of his allies (warlords do that), he would *average* 12 damage. Berrian has 33 hit points. So, three rounds. Yes, that is after allowing for misses. Berrian's healing surge is less than 12 HP, so using it would be a waste. At AC15 when similarly poorly equipped, Berrian is probably among the harder-to-hit people on the team. On the other hand he probably isn't among the toughest. Meanwhile, Berrian similarly equipped and using Twin Strike and Hunter's Quarry would average 8.2 damage per round. The warlord has 83 hit points. It would take Berrian 11 rounds to take this guy down, assuming he uses no surges. Second Wind gives him another 20 HP; he also has two uses of Inspiring Word at an average of 30.5 HP each. So effectively that's 164 HP, or 21 rounds of Twin Strike. Discounting the three rounds of healing, 18 rounds. The expected result of combat is that this guy ALONE takes out Berrian and four or five more like him. And a warlord really should never be alone. A barbarian hits people with his axe; a warlord hits people with his barbarian. Encounters, dailies, and utilities? A level-11 character has more of them, and better ones, than a level-3 characer. Assume they will tilt things in the warlord's favor. As if it weren't already tilted enough. In comparison, if Berrian were also level 11 there would be only a slight edge in the warlord's favor in one-on-one combat. Something that might be fixed by a round or two of assistance from another player.
