Perhaps the author wasn't as diligent with legal/copyright issues as we are being? We have the luxury (or sometimes curse? :-P) of having many viewpoints from many backgrounds and areas of expertise, including legal aspects and how they apply to our endeavour. Perhaps VeraCrypt's author, Mounir Idrassi, was less knowledgeable and/or diligent about such legal aspects?
