In the US, lawyers could argue that we automatically *are* US based simply because there are so many of us in the US who are participating. Besides, it's just a simple email based reporting requirement. They don't even typically reply. It's not like I have to send them private keys or anything. I'm sure they already know about CipherShed anyway. Hopefully the NSA and and GCHQ will have professional cryptanalysts join the community and help us root out any Chinese or Russion back-doors.
