[Census] The first bug of 2006

Hi all,
Census 0.998r5, it turns out, didn't start on anyone's computer except
mine, owing to a faulty component. Census 0.998r5a has been released to
fix this nasty little problem. I strongly recommend immediate upgrade if
you downloaded yesterday's version.
