Based on the positive feedback received, I'm still working on the proposal for
a Colloquium at the Minority Languages conference.
In the meantime I've submitted a round-table proposal to the Bangor 2019 Celtic
Congress (becuse this was easier). This one is intended as an excuse for a
general discussion rather than a place for papers. Some of us I know will be
submitting papers anyway, and I didn't want to get in the way of those. For the
proposed roundtable, the key paragraphs are (with thanks to Teresa, ahing
borrowed some old text of hers):
" All Celtic languages exhibit common linguistic features (e.g. VSO word order,
initial mutations and relatively rich morphology) that present unique
challenges for the development of robust NLP tools. Gathering researchers from
all of the Celtic languages and sharing best practices in overcoming these
difficulties has therefore been a key objective of our emergent Celtic LT
community. In order to further communication and cooperation, an informal
e-mail discussion list for researchers was established in 2014. This has proved
to be a useful, low-cost and sustainable means to keep in contact and develop
our understanding of the field. To date this group has organized two Celtic LT
colloquia allied to major international conferences (COLING 2014 and TALIN
2016) with a third currently being planned.
The time is now ripe to take stock of our current position, and to debate ways
of strengthening and progressing our discipline. The purpose of this roundtable
discussion is therefore to exchange knowledge and to debate the future
direction of our common research efforts, aiming to outline a cohesive strategy
for future collaboration and cooperation. Panel-members will be asked to
provide concise statements on the current state of play in their particular LT
interest and Celtic language(s), together with two or three key pointers
towards our future research direction. The session will then be opened for a
general debate and questions from the floor, before final comments by the panel
members and chair. A rapporteur will be appointed to record the main debating
points and conclusions, with a view to producing a short document on the
strategic future of Celtic LT research."
I've put myself down as chair (but would be delighted if someone else did it)
and provisionally named Teresa, Colin, Kevin, and Caoimhín as panelists, just
so I could get the form away. If we get accepted, we can sort out who's likely
to attend, and form a proper panel. I hope this is OK with everyone, and I'll
let you know how we get on.

So far, I’ve had 4 positives (not counting myself), 2 maybes, 2 negatives and 1
offer to act as reviewer – so thank you for a great response. So I’m glad
there’s life in the old Celtic LT list yet!
It’s also been pointed out that there is a Celtic Congress conference here at
Bangor in July which I embarrassingly didn’t know about (but see
http://celticcongress.bangor.ac.uk/) which some of you might be attending.

The XVIth International Congress of Celtic Studies 22-26 July 2019 Bangor
University. The International Congress of Celtic Studies is the foremost
international gathering of scholars researching the languages, literatures and
cultural traditions of the Celtic-speaking peoples.
Also, there might be some confusion about deadlines to the ICML conference. The
deadline for submitting a proposal for a workshop (they call it a colloquium)
for this conference is October 1st. I’m willing to do the submission based on
Teresa’s application from TALN. We can then set our own deadline for papers
(say Jan/Feb).
For the Bangor one we can also submit proposals for a session, roundtable or
workshop. These are detailed as follows:
1. A three-paper panel (chair appointed by the session organiser).
2. A session consisting of three related papers (chair may be appointed by
session organiser, or left to Congress organisers.
3. Round table on a clearly defined academic topic or topics (chair
appointed by session organisers)
4. Workshops (e.g. translation, text editing, etc.) on themes related to the
conference remit.
So, the plot thickens. Which conference do you prefer? Which are you more
likely to attend/are we likely to get most participation/is best suited to the
furtherance of our aims/best for our academic profiles? Such a lot of questions!
The deadline for the Bangor proposals is 30th Sept. but if we go for a panel we
have to know what they are already and submit all three by the deadline. I
don’t think this is possible. I think they interpret workshops to mean hands on
training which isn’t quite what we mean by it. We could submit a roundtable,
which could provide us with an opportunity to hold a discussion on Celtic LT
without having to prepare too much before hand.
Which do you prefer? Or (glutton for punishment) we could do both – submit a
colloquium proposal to ICML and a roundtable proposal to the Celtic Congress –
unless that is going to mean dividing our audience and not getting a strong
participation at either.
My preference would be to submit a colloquium proposal to ICML as the more
rigorous scenario for academic papers, knowing that we wouldn’t have to ask
individuals to submit papers until after the new year, and a roundtable
proposal to the Celtic Conference as a ‘talking shop discussion’ for people who
would be attending anyway.

Pwnc: possible Celtic LT workshop at ICML
Dear friends,
We’ve all been quiet recently - I guess everyone has been as busy as myself ;).
But I’d like to ask you all if there is any interest in another Celtic Language
Technology workshop allied to a big conference?
The one I have in mind is the International Conference on Minority Languages in
Leeuwarden in the Netherlands next May 22-24. They have a Call for Papers out
(attached) but they’re also asking for what they term ‘colloquia’ (I’ve
checked, and it’s basically the same as a workshop – between 1 ½ and 3 hours
duration). One of their themes is Digital Technologies.
You can of course submit individual papers if you prefer, but I tought that if
we wanted to maintain momentum as a group, then it would be good to do another
workshop together.
What do you think? (Beware - my definition of ‘think’ includes being willing to
come and participate in the workshop!)
The deadline for submissions (both individual papers and colloquia) is October
1st. I’m happy to do the submission (actually Teresa has kindly furnished me
with the one she did for TALN as a template) but I need to know if there is
support for the idea and if people will actually attend if we are successful.
It would be good for us all to meet face to face again at such an event :).
