And if so, then I'm gonna set a minimal supported OS version to Windows

(CancelSynchronousIo) which I'm gonna make use of.
I would prefer it to be soft-check, i.e. load the proc dynamically
only if it is needed
(which should be for multi-process only?).
So the Spawner will continue to work on earlier Windows versions for
single-process runs.
